DOVER, Del. – Delaware State Police have issued a public notification seeking six wanted registered sex offenders, including several people listed as homeless, as authorities work to determine their whereabouts.
The State Police Sex Offender Apprehension and Registration Unit, known as SOAR, issued the notification Friday. The six men shown in the alert are Allen L. Burton, Charles A. Fulton, James McCray, Carl Rhoades, John P. Wittmer and Patrice V. Wojciechowski.
Police said people appearing on the wanted list are sought after allegedly failing to register or re-register their current address. The six represent only a portion of the people currently listed as wanted on Delaware’s sex offender registry.

Allen L. Burton is listed as a Tier 2 offender and homeless. His registry entry says he has been registered since Dec. 5, 2018, and was most recently verified June 4.
James McCray is also listed as homeless and Tier 2. His registration dates to July 13, 1999, and the registry shows a June 29 verification date.
John P. Wittmer is listed as homeless and Tier 2, with a registration date of July 15, 2011. His most recent verification date shown in the notification is June 18.
Charles A. Fulton is classified as Tier 2 and has been registered since March 4, 2024. His entry shows he was convicted outside Delaware and was verified April 22, 2025.
Patrice V. Wojciechowski is also classified as Tier 2. His registry entry lists a July 3, 2007 registration date and a Feb. 2 verification date.
Carl Rhoades is the only Tier 3 offender among the six pictured in the notification. His entry lists him as homeless, a repeat offender and registered since Nov. 30, 1998, with an Aug. 7 verification date.
Police Ask Public for Information on Their Locations
The Delaware State Police notification says SOAR is seeking wanted offenders who allegedly failed to comply with address registration or re-registration requirements.
Police are asking anyone who knows the location of any wanted offender to call 302-739-5882. Information may also be submitted to Delaware Crime Stoppers at 800-847-3333.
State police emphasized that the people highlighted in the notification are not the complete wanted list. Delaware maintains a searchable wanted sex offender registry containing the broader list.
