Four Arrested in Cumberland as Gun, Knife and Ammunition Cases Unfold in One Day

Three men were ordered held without bond after separate investigations, while a fourth was released on an unsecured bond in a drug-case warrant matter.

CUMBERLAND, Md. — Cumberland police announced four arrests from Monday, including allegations that one man pointed a handgun at passing vehicles, another possessed ammunition despite being legally prohibited and a third pulled a knife after taking a driver’s iPhone.

Three of the defendants were ordered held without bond at the Allegany County Detention Center following initial appearances before a District Court commissioner, according to the Cumberland Police Department’s Sept. 15 arrest report.

Police say man pointed handgun at vehicles

Officers responded to the area of South Central Avenue after receiving a report that a man was brandishing a firearm.

Police said they spoke with multiple complainants and identified the suspect as 39-year-old Samad Jabri Waller of Cumberland. Officers later found Waller in an alley near South Central Avenue and took him into custody.

Investigators allege Waller pointed a black handgun at an SUV and then at a passing vehicle. One complainant told police Waller had his finger on the trigger, prompting fears for the occupants’ safety.

Waller was charged with first-degree assault, second-degree assault, reckless endangerment and carrying a handgun on his person. He was ordered held without bond.

Under Maryland’s first-degree assault law, an assault involving a firearm can be prosecuted as a felony carrying a maximum sentence of 25 years upon conviction.

Search turns up ammunition, police say

In a separate South Central Avenue case, Cumberland police joined the Combined County Criminal Investigation Unit and the Cumberland Emergency Response Team to execute a search warrant at a home in the 200 block.

The warrant was connected to an ongoing firearm-related assault investigation, police said. Officers allegedly found live ammunition inside the residence.

Investigators identified the resident as 53-year-old Wayne Eugene King. Police said prior qualifying convictions prohibited King from possessing firearms or ammunition.

King was charged with illegal possession of ammunition and ordered held without bond at the Allegany County Detention Center.

Police did not say whether the search was connected to the allegations involving Waller or to a separate assault investigation.

Ride ends with alleged iPhone theft and knife confrontation

A third case began when a man reported that he had given Kyle Phillip Humberton a ride to a residence in the 400 block of Grand Avenue.

Upon their arrival, Humberton allegedly removed an iPhone from the driver’s shirt and walked toward the residence before attempting to cut through a nearby yard.

The driver confronted him, and the two men exchanged words before becoming involved in a physical fight, police said. After the altercation ended, Humberton allegedly pulled a knife and tried to persuade the man to continue the confrontation in an alley between Grand Avenue and Arch Street.

The complainant left and reported the encounter at Cumberland Police headquarters. An officer applied for charges, and a court issued an arrest warrant.

Humberton, 43, of Cumberland, was arrested Monday and charged with first- and second-degree assault, robbery, armed robbery, carrying a dangerous weapon with intent to use it and theft. He was ordered held without bond.

The police release referred to him once as “Humbertson,” but identified him as Humberton in the narrative and formal arrest listing.

Drug-case warrants lead to fourth arrest

Police also arrested 43-year-old James William Whetstone of Cumberland on two bench warrants issued Sept. 2 by the Allegany County District Court.

The warrants allege Whetstone failed to appear for proceedings involving previous charges of possession of a controlled dangerous substance other than cannabis and possession of drug paraphernalia.

After an initial appearance, Whetstone was released on a $500 unsecured bond.

The four cases follow a separate busy weekend in the city. Shore News Network reported Sunday that Cumberland police made five arrests involving alleged assaults, theft and property crimes.
