STAFFORD, VA. — A traffic stop for an expired vehicle inspection in South Stafford led to the arrests of two individuals, including a man wanted for multiple shoplifting charges, after deputies discovered containers of “pure” fentanyl, authorities said.
On November 22 at approximately 2:04 p.m., Deputy S.A. Hensley stopped a Ford Focus on Warrenton Road after noticing its expired inspection sticker. The vehicle was pulled over at the Warrenton Road Commuter Lot, where the deputy identified the occupants as Kyle Dunbar, 33, and Khadijah Francis, 30, both of Stafford.
Dunbar, who was wanted for four shoplifting offenses, was detained without incident. Francis, the driver, was found to be operating without a valid driver’s license and issued a summons. During a search of the vehicle, Deputy Hensley noticed evidence of drug activity and located containers suspected to contain controlled substances.
According to the Stafford County Sheriff’s Office, both Dunbar and Francis admitted to using “pure” fentanyl, referred to as “F,” after switching from blue fentanyl pills, which they described as “too dangerous.” The containers found in the vehicle were confirmed to contain fentanyl, leading to additional charges of drug possession for both individuals.
Francis is being held at the Rappahannock Regional Jail on a $2,500 secured bond, while Dunbar is being held without bond.
