Police say witness heard descriptive threats made aloud in a public place
CUMBERLAND, MD – A 44-year-old Maryland man is behind bars after police say he made descriptive threats of mass violence toward a local government agency in a public place, prompting a concerned witness to report what was heard.
Richard Bradley Hopkins, of Sykesville, was arrested Thursday, according to the Cumberland Police Department.
The investigation began when the department received a complaint alleging Hopkins had made threats targeting a local government agency.
Police did not identify the government agency.
Officers interviewed the complainant, who reported hearing Hopkins make descriptive threats aloud while in a public place, according to the department.
The witness was concerned by what was allegedly said and notified authorities.
Police said officers investigated and confirmed that the alleged statements had been made.
Authorities did not release the wording of the alleged threats or identify the public location where they were reportedly made.
Charges were subsequently filed through a District Court Commissioner.
Hopkins was charged with threat of mass violence, arson threat and false statement involving a destructive device.
Following an initial appearance before a District Court Commissioner, Hopkins was remanded to the Allegany County Detention Center.
Police said he was being held on a temporary commitment.
The charges are accusations, and Hopkins is presumed innocent unless proven guilty.
