Justin James was arrested two days after Stephon Carroll was fatally shot on Goodnow Road and now faces first-degree murder and handgun charges
BALTIMORE, MD – A 29-year-old Baltimore man has been charged with first-degree murder after 31-year-old Stephon Carroll was shot multiple times on Goodnow Road and died at a hospital, according to Baltimore Police.
Justin James of Baltimore was arrested Sept. 4, two days after the fatal shooting.
The investigation began Sept. 2 at approximately 2:29 p.m. when Northeast District officers responded to the 4200 block of Goodnow Road for a reported shooting.
Officers found a man suffering from multiple gunshot wounds to his body.
The victim was rushed to an area hospital, where hospital staff pronounced him dead.
Police later identified the victim as Carroll, 31.
Baltimore Police said James was wanted in connection with Carroll’s killing and was taken into custody Sept. 4.
He was transported to the Central Booking Intake Facility and later charged with first-degree murder, assault and handgun violations.
Police said Carroll was killed in the 4900 block of Goodnow Road, although the department’s original shooting advisory listed the location where officers responded as the 4200 block of Goodnow Road. The information released by police did not explain the discrepancy.
Additional details about what allegedly led to the shooting were not released.
The charges against James are accusations and have not been proven in court.
