On April 16, 2024, the victim returned home from a vacation to find that all circuit breakers in her home had been turned off and her internet connection had been manually unscrewed, cutting her service. She informed the police that she had met Bustin on a dating website and ended their relationship due to his odd behavior. Despite blocking him on social media, Bustin continued to text her and show up unexpectedly.

Bensalem Detectives examined the victim’s vehicle and discovered a magnetized GPS tracking device on its underside. A search warrant revealed that the tracker was registered to Bustin. Data from the tracker showed it began transmitting the victim’s car location on April 5, 2024, at her workplace in Montgomery County. Surveillance video from the business showed a male, matching Bustin’s description, installing the tracker on her vehicle.

Further investigation, including an analysis of Bustin’s cellphone location data, indicated that he had been near the victim’s home and workplace on at least nine occasions without her knowledge after she ended the relationship. Additionally, PECO records confirmed that the power to the victim’s home was turned off between 9:00 p.m. and 10:00 p.m. on April 14, 2024, while she was on vacation, with Bustin’s phone present in the area at that time.

An arrest warrant was issued for Bustin, who turned himself in at the Bensalem Township Police Department on June 1, 2024. District Justice Lisa Gaier arraigned him, and he was remanded to the Bucks County Correctional Facility on 10% of $2,000,000 bail.
