In the messages, Happel referred to the child’s father in derogatory terms, expressing a desire to harm him. One message included a boastful threat to watch him burn to death.

Video evidence reportedly shows Happel abusing her daughter by battering her head and covering her face with a blanket. Police noted that the child’s young age made her particularly vulnerable to injury.

Happel also verbally berated the child during the incident, making disparaging comments.

A friend of Happel contacted the police requesting a wellness check on the child after receiving the troubling messages. This friend had previously offered to help the family.

Happel and her daughter were located at a Salvation Army branch, where authorities found the child in poor condition. The girl was “soaked in her own urine,” suggesting a lack of proper care.

During questioning, Happel reportedly admitted to the actions depicted in the video and confirmed she sent the threatening messages.

Police responded around 1 p.m. Tuesday to a hospital where the child arrived in critical condition. Medical staff noted that the girl showed signs consistent with child abuse and subsequently airlifted her to a Houston hospital.

An arrest affidavit indicated that the girl was intubated and had severe facial swelling, bruising, and multiple burn-like lesions. Blood was also found around her left ear.

Prior to the incident, the child’s mother had left her and another child in Walker’s care around 10 a.m. He later texted her about the situation, prompting family members to visit the home.

Witnesses reported that the girl was unresponsive and had visible injuries, including a swollen eye. They observed Walker applying a frozen orange juice can to her face.

Upon arrival, officers noted the strong smell of bleach and found evidence of an attempt to clean up blood. Walker was initially detained on unrelated municipal warrants.

During questioning, he first denied being present when the child sustained her injuries, blaming a babysitter and then his girlfriend. He later admitted to being the only adult with the girl at the time but claimed her injuries were due to an allergic reaction.

Medical professionals informed detectives that the child’s injuries were consistent with inflicted trauma and required significant force. She was later found to have facial fractures, a liver laceration, and active internal bleeding.

The toddler is currently listed in critical condition. Walker remains in the Jefferson County Correctional Facility with a bond set at $1 million.

According to jail records, Perez-Ramirez unlawfully took custody of his girlfriend’s child. The alleged abuse occurred on October 14 when the child was taken to urgent care with severe injuries before being transferred to a children’s hospital for further medical assessment.

Staff at the hospital determined the child’s injuries resulted from abusive head trauma. Reports indicate the child remains in critical condition.

Court documents reveal that Perez-Ramirez “manifested extreme indifference to the value of human life” by treating the child in a way that caused such severe injuries. He pleaded not guilty and is currently being held at Louisville Metro Detention Center on an immigration detainer.

A preliminary hearing is set for December 8. The charge of child abuse carries potential penalties of 10 to 20 years in prison under Kentucky law.

On May 4, law enforcement responded to their residence on South 192nd Avenue. They discovered the infant unresponsive.

Initial reports described a tragic scene. Oceana County Sheriff Craig Mast remarked on the situation, expressing sympathy for the family.

Details have since emerged regarding the circumstances leading to the child’s death. Family members disclosed that the infant suffered three skull fractures, broken ribs, and a brain bleed.

The child’s grandmother indicated that one skull fracture appeared to be older, suggesting a history of abuse.

Charges against Hogan and Brown-Fowler do not include homicide, as authorities assert evidence does not support intent to harm.

On November 24, both subjects were arraigned and remain in custody at the Oceana County Jail. Hogan’s bond is set at $25,000, while Brown-Fowler’s is $50,000.

They are scheduled for preliminary examinations on December 9.
