Rockaway Borough man charged in child sexual abuse material investigation

Rockaway Borough, NJ – A 38-year-old resident has been arrested and charged after investigators recovered media files on his phone that allegedly depicted the sexual exploitation of minors, according to the Morris County Prosecutor’s Office.

Armando W. Nogueira was first charged on November 15 with one count of endangering the welfare of a child for possession of child sexual abuse material. Prosecutors later filed an additional charge on November 21 for distribution of child sexual abuse material. The new charge is a second‑degree offense.

The investigation began when a witness reported seeing media files on Nogueira’s phone that appeared to show minors being exploited. Detectives later located multiple videos and images of child sexual abuse material. The investigation is continuing.

Nogueira has been detained at the Morris County Correctional Facility under the Criminal Justice Reform Act pending future court proceedings.
