ALBANY, NY – A proposal sponsored by Assemblymember Steve Stern would establish a New York State Cold War Commemorative Medal to honor veterans who served on active duty between September 2, 1945, and December 26, 1991.
The measure, Assembly Bill A08087, amends the state’s Military Law to authorize the Governor to present the medal in the name of the Legislature. The award would formally recognize the service of Cold War–era veterans whose discipline and commitment helped maintain global stability during one of the most prolonged periods of military tension in modern history.
Under the bill, the Governor, in consultation with the Commissioner of the Department of Veterans’ Services, would issue rules for distributing the medal and determining eligibility, including for veterans who previously received a New York State Cold War Certificate. Recipients would not be required to have been New York residents when they entered military service.
Supporters of the legislation note that while the U.S. government has never issued a national medal specifically recognizing Cold War service, many states have taken steps to do so. The proposal seeks to ensure that New York’s Cold War veterans receive appropriate acknowledgment for their contributions to national defense.
If enacted, the law would take effect on April 1 following its passage. The Division of Military and Naval Affairs would be responsible for developing regulations and implementing the program.
