Man restrained by bystanders before officers arrived in South Norfolk incident
Chesapeake, VA – A man was taken into custody Friday morning after witnesses say he caused a disturbance at a school bus stop in the South Norfolk section of the city, prompting intervention from nearby citizens before police arrived.
Officers were dispatched around 7:40 a.m. to the bus stop following reports of a disorderly individual. By the time police reached the scene, multiple bystanders had already restrained the suspect, who was described as acting irrationally.

“On March 20, 2026, at approximately 7:40 AM, Chesapeake police responded to a City of Chesapeake school bus stop in the South Norfolk section of the city regarding a disorderly individual,” the department stated. “Prior to the Chesapeake police’s arrival, multiple citizens had restrained the individual.”
The suspect was taken into custody without further incident once officers arrived.

Multiple charges filed following arrest
Police identified the suspect as 60-year-old Kenneth Wayne Beamon of Chesapeake. He has been charged with disorderly conduct, trespassing on school property, possession of narcotics, and assault and battery.
“Officers took him into custody once on scene. Witnesses advised that the subject was acting irrationally,” police said.
No injuries were reported in connection with the incident, and the investigation remains ongoing.
