ICE nabs two convicted child predators released from New York prison
BUFFALO, NY – Federal immigration authorities arrested two illegal immigrants convicted of child sex crimes shortly after they were released from a New York state prison, officials announced Tuesday.
On August 12, U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations agents took Michael Kabiona and Noe Alberto Flores Sandoval into custody following their release from Wende Correctional Facility in Alden.
Kabiona, 54, a national of the Democratic Republic of Congo, was convicted in Buffalo of sexual misconduct against a child and sentenced to 12 years in prison. He originally entered the U.S. in 2011 and was later found to have violated the terms of his admission.
Flores Sandoval, 31, an illegal immigrant from El Salvador, had been removed from the U.S. in May 2021 but reentered unlawfully. He was convicted in Nassau County of attempted rape of a child under 15 and sentenced to three years in prison.
Both men are now being held in ICE custody pending removal proceedings.
ICE officials criticized the state’s release of the two individuals without notifying federal authorities in advance. The arrests were made possible through coordination between ICE officers and law enforcement partners in the region.
