Lower Township Cop Suspended After Driving on Suspended License, Operating Unregistered Vehicle

A Lower Township police officer was suspended after investigators found he was driving with a suspended license, operating a vehicle with an expired registration, and failed to notify supervisors of a required address change, according to disciplinary records.

A Lower Township police officer received major discipline after an internal investigation uncovered multiple policy violations involving his driver’s license, vehicle registration, and departmental reporting requirements.

The disciplinary action was disclosed in New Jersey’s annual major discipline report for law enforcement agencies.

License suspension triggered investigation

Patrolman Simba Elam-Hampton received a six-day suspension along with training, coaching, or counseling after an internal affairs investigation sustained multiple charges.

According to disciplinary records, the investigation began on May 8, 2025, when department officials reviewed the status of Elam-Hampton’s driver’s license.

Investigators found the officer’s license had been suspended.

“This check was conducted following notification from Lower Township Administration that his license was scheduled for suspension due to unpaid parking tickets issued in 2023,” the report states.

Expired vehicle registration discovered

During the same inquiry, investigators determined that the registration on Elam-Hampton’s personal vehicle had expired months earlier.

Records indicate the registration expired in October 2024.

“The internal investigation determined that he knowingly operated the vehicle despite the expired registration,” the disciplinary report states.

Authorities did not indicate how long the vehicle had been driven after the registration expired.

Department policy violations sustained

Investigators also found Elam-Hampton failed to notify his supervisor of a change in his residential address as required by departmental policy.

The department sustained charges including failure to perform duties, conduct unbecoming, neglect of duty, and other sufficient cause under Lower Township Police Department rules and regulations.

The officer was not terminated or demoted.

Suspension and remedial action imposed

As a result of the findings, Elam-Hampton received a six-day suspension and was also ordered to undergo training, coaching, or counseling.

The disciplinary action was included in New Jersey’s annual major discipline reporting system, which requires law enforcement agencies to publicly disclose serious disciplinary findings against officers.
