New Jersey Bill Advances to Expand Volunteer Portal for Medicaid, SNAP Work Requirements
A New Jersey Assembly committee approved legislation that would expand the state’s volunteer portal to help residents meet new federal Medicaid and SNAP community engagement requirements.
Trenton, NJ – The New Jersey Assembly Appropriations Committee has advanced Assembly Bill 3883 (1R), legislation that would expand the state’s volunteer resources to help residents comply with new federal work and community engagement requirements tied to NJ FamilyCare and the Supplemental Nutrition Assistance Program (SNAP).
The committee approved the bill with amendments on June 23. If enacted, the measure would direct the Governor’s Office of Volunteerism, working with the Department of Human Services and the Department of Labor and Workforce Development, to enhance the state’s existing HELPNJNOW portal or any successor platform.
Volunteer portal would support new federal requirements
The legislation responds to provisions of the federal “One Big Beautiful Bill Act” that establish Medicaid community engagement requirements and expanded SNAP work requirements, both scheduled for implementation by Oct. 1, 2027, along with any future federal regulations or guidance.
Under the bill, the state would modify the online HELPNJNOW portal to allow residents to search for and apply for qualifying volunteer opportunities that satisfy applicable federal requirements. The portal would also be expanded to allow nonprofit organizations, businesses, government agencies, and other approved entities to register with the state and submit eligible volunteer opportunities.
The measure also requires links to the volunteer portal and explanations of the federal requirements to appear on the state’s NJ FamilyCare, SNAP, Governor’s Office of Volunteerism, and other relevant state websites designated by the Commissioner of Human Services.
Departments would coordinate activity tracking
The bill directs the Department of Human Services and the Department of Labor and Workforce Development to establish a system to support tracking work activities, volunteer hours, and community service completed by SNAP applicants and beneficiaries.
According to the committee statement, the shared tracking system is intended to help the departments collaboratively administer the New Jersey SNAP Employment and Training Program.
Committee amendments made the Governor’s Office of Volunteerism the lead agency responsible for implementing the measure and adopting regulations. Other amendments clarified the information to be made available through the volunteer portal, updated references to any successor platform, revised annual audit requirements, established implementation dates, and changed the bill’s effective date.
The legislation includes a $125,000 appropriation to implement its provisions.
Fiscal analysis estimates startup costs
The Office of Legislative Services estimates the bill would increase state expenditures by up to $125,000 during the first year. Any unspent funds could be used in later fiscal years until the full appropriation is exhausted.
According to the fiscal analysis, the primary one-time costs would involve redesigning the HELPNJNOW platform and updating volunteer organization submission forms to identify opportunities that meet federal Medicaid and SNAP work requirements.
The Office of Legislative Services also said the Department of Human Services could incur ongoing staffing expenses related to annual audit reviews required under the legislation. Some administrative costs may qualify for partial federal reimbursement through NJ FamilyCare or SNAP programs.
