County officials are reportedly considering appointing an independent investigator to examine allegations surrounding the Ocean County Vocational Technical School district as multiple lawsuits and criminal cases continue to raise questions about how administrators handled reports of sexual abuse and retaliation.

TOMS RIVER, N.J. — Ocean County officials are considering appointing an independent investigator to review allegations surrounding the growing Ocean County Vocational Technical School scandal, according to a source familiar with internal discussions.

The source, who requested anonymity because they were not authorized to discuss the matter publicly, told Shore News Network that county leaders have been discussing the possibility of retaining an outside investigator to examine claims raised in multiple civil lawsuits, criminal prosecutions, and a whistleblower action involving the district’s Performing Arts Academy.

The matter however, was not identified on the August 19th meeting of the Ocean County Commissioners.

If pursued, an independent investigation could review allegations that school officials failed to respond appropriately to reports of inappropriate relationships between staff and students, ignored complaints from students and employees, and retaliated against individuals who raised concerns.

Multiple lawsuits continue to expand

The reported discussions come as a third civil lawsuit has now been filed against the district, joining two earlier complaints that allege administrators fostered an environment where boundaries between teachers and students were routinely ignored and misconduct was concealed.

Separately, retired New Jersey State Police Major Robert Yaiser has filed a whistleblower lawsuit alleging he was retaliated against after reporting concerns involving student safety, bullying, sexual harassment, and administrative misconduct.

The district has denied wrongdoing in court filings, and many of the allegations contained in the civil complaints have not been proven in court.

Criminal cases have intensified scrutiny

The civil litigation follows criminal prosecutions involving former Performing Arts Academy teachers, including Douglas Bollinger and Zachary Slater, who have pleaded guilty or otherwise admitted criminal conduct involving students.

Those cases have prompted broader questions about whether warning signs were missed or ignored and whether district leadership adequately protected students.

Despite the expanding litigation, public officials have offered few detailed public comments regarding the allegations or any potential county response.

No official decision announced

At this time, no official action has been announced by the Ocean County Board of Commissioners or other county officials regarding the appointment of an outside investigator.

It also remains unclear what authority an independent investigator would have, what issues would be examined, or whether any review would occur alongside investigations already being conducted by state authorities.

Shore News Network has reached out to Ocean County officials for comment. Any response will be included as it becomes available.
