Driver stopped for no license again then crack pipe drops onto roadway cops say
SUNDERLAND, MD – A routine traffic stop at a busy Calvert County intersection took a sharp turn when a man stepping out of his car allegedly dropped a crack pipe onto the pavement, leading to drug possession and paraphernalia charges, authorities said.
The stop happened Thursday, January 8, near Federal Oak Drive and N. Solomons Island Road, where Deputy Grabill pulled over a vehicle after recognizing the driver as someone previously stopped twice for driving without a valid license, according to authorities. The driver was identified as John Anthony Phipps, 52, of Chesapeake Beach, who told the deputy he did not have a valid driver’s license.
Phipps was issued a citation for driving without a license and was asked to exit the vehicle so the passenger could take over driving, authorities said. As Phipps got out, a crack pipe fell to the roadway, according to the report. Authorities said the pipe appeared burned on both ends.
A search of Phipps allegedly turned up additional drug paraphernalia with suspected crack cocaine residue, along with suspected crack cocaine found inside a paper fold, authorities said.
Phipps was taken into custody without incident and transported to the Calvert County Detention Center, where he was charged with CDS Possession Not Cannabis and CDS Possession of Paraphernalia, authorities said. The case is listed under incident number 26-002488.
