RICHMOND, VA – A month-long effort to address vehicles blocking bike lanes is underway across Richmond, with officials focusing on education before enforcement as part of a broader push to improve roadway safety. Beginning Tuesday, city crews started placing warning notices on vehicles parked illegally in designated bike lanes, signaling a temporary grace period before fines take effect.
The initiative, led by Mayor Danny Avula and supported by the Richmond Police Department and the city’s parking enforcement vendor, will run through April 30. During that time, drivers who violate bike lane parking rules will receive warnings instead of citations, as the city works to increase awareness of the risks posed to cyclists and motorists.
Safety campaign focuses on awareness before enforcement
“This safety initiative is a reminder to not park or block bike lanes,” said Richmond Mayor Danny Avula. “It can be very dangerous for people who ride bikes and people who drive vehicles. Thank you for helping us keep Richmond roadways safe for all!”
City officials say the effort is part of a continuing campaign to reduce hazards in shared traffic spaces and encourage compliance with existing traffic laws. Bike lanes, they note, are often obstructed by parked vehicles, forcing cyclists into active traffic lanes.
Under City Code Section 27-218, parking in a bike lane is prohibited. After the warning period ends, violators will face a $65 fine.
Enforcement to begin after April 30 warning period
The Richmond Police Department said the campaign combines education with enforcement, aiming to change driver behavior before penalties are issued. Notices placed on vehicles throughout April are intended to inform drivers of the law and its safety implications.
Officials are urging residents and visitors to pay closer attention to signage and lane markings as warmer weather brings more cyclists onto city streets.
