DOVER, DE – Two 18-year-old Dover men are accused of firing multiple rounds at a 17-year-old boy Friday afternoon, striking him in the arm and hitting a parked work van before officers recovered two loaded handguns and arrested both suspects.

The shooting happened at approximately 2:20 p.m. in the area of West North Street and Simon Circle, according to the Dover Police Department.

Officers responding to the shooting were soon notified that the 17-year-old victim had arrived by private vehicle at Bayhealth Hospital, Kent Campus.

He had been shot in the upper left arm. Police said the injury was not life-threatening.

Investigators determined that two suspects allegedly produced handguns equipped with large-capacity magazines and fired multiple rounds toward the teenager while he was near Simon Circle.

Gunfire also struck the windshield of an unoccupied work van parked nearby.

Officers searching the area recovered numerous 9mm cartridge casings before locating two suspects near Bertrand Drive and Lincoln Street, police said.

One suspect was taken into custody without incident. The other allegedly ran from officers before being apprehended following a brief foot pursuit.

Police identified the suspects as Giovanny Candelario and Benjamin George, both 18 and from Dover.

Officers also recovered two loaded 9mm handguns from the front porch of a Lincoln Street residence.

Police said one handgun had an obliterated serial number and an extended magazine loaded with 24 rounds. The other had a drum magazine loaded with 47 rounds and had been reported stolen to Dover Police in 2023.

Candelario was charged with first-degree assault, possession of a firearm during the commission of a felony, possession of a large-capacity magazine during the commission of a felony, possession of a firearm or ammunition by a person prohibited, receiving a stolen firearm, second-degree conspiracy, criminal mischief under $1,000 and resisting arrest.

He was committed to Sussex Correctional Institution in default of a $206,100 cash bond.
