Lock Haven Man Sentenced for Aggravated Indecent Assault

LOCK HAVEN, PA – On September 19th, Jeffrey Scott Ballenger, formerly of Circle Drive, Lock Haven, was sentenced by Clinton County Court of Common Pleas Judge Michael F. Salisbury.

Ballenger faced one count of Aggravated Indecent Assault of a Person with a Mental Disability. Despite pleas for leniency from Ballenger’s family, Judge Salisbury imposed the maximum sentence under the Pennsylvania Sentencing Guidelines, which is three to ten years in a state correctional facility.

Additionally, a consecutive three-year probation sentence was given, and Ballenger was classified as a Tier III, lifetime Megan’s Law registrant.

Ballenger, 58, had previously pled guilty in May to engaging in sexual acts with a 22-year-old female with Down syndrome during May and June of 2022.

The incidents took place at Ballenger’s residence. The arresting officer, Sgt. Denny Gill of Pine Creek Township, emphasized the need for Ballenger’s incarceration to protect potential victims.
