East Newark man jailed after investigation at public library

Library shock as 59 year old man jailed on child endangerment and sex offense charges

KEARNY, NJ — A 59-year-old East Newark man was arrested Saturday on child endangerment and sex offense charges stemming from an incident reported at the Kearny Public Library, authorities said.

Rolando Carballo was taken into custody Feb. 7 by members of the Kearny Police Department on a warrant complaint following an investigation led by Detective Castaneda.

The charges stem from an incident reported to have occurred Jan. 16 at the Kearny Public Library. Investigators determined that Carballo allegedly inappropriately touched a juvenile while displaying obscene material.

As a result of the investigation, Carballo was charged with Endangering the Welfare of a Child, a third-degree offense under 2C:24-4A(1); Obscenity for Persons Under 18, a third-degree offense under 2C:34-3B(2); Criminal Sexual Contact, a fourth-degree offense under 2C:14-3B; and Lewdness, a disorderly persons offense under 2C:14-4A.

Carballo was located in North Arlington and taken into custody by Detective Castaneda with assistance from other Kearny officers. He was transported to the Hudson County Correctional Facility following his arrest.

Kearny Police Chief Scott Macfie said public buildings must remain safe spaces for families and that officers would act when violations occur.

Authorities said anyone with additional information is encouraged to contact the Kearny Police Department Detective Bureau. All charges are accusations, and the defendant is presumed innocent unless and until proven guilty in a court of law.
