According to Virginia Beach Police, the victim — described as a Black male wearing a white shirt and jeans — was seen fleeing the area in an orange-colored sedan after being shot at. Investigators have not confirmed if the victim was struck or injured.

Authorities are trying to locate the man to check on his condition and gather information to assist with the ongoing investigation.
