On Wednesday at around 2:59 PM, a trooper spotted a white Ford F-150 traveling on Mount Zion Road in Seaford. The truck was stopped after losing a load of material, and Moncavage was identified as the driver and subsequently arrested due to outstanding warrants for home improvement fraud and capias. A search also led to the discovery of drug paraphernalia.

Moncavage was processed at Troop 5, charged with several offenses including home improvement fraud and possession of drug paraphernalia. He was later released on a $5,000 unsecured bond. At 12:24 p.m. on Chesterfield Lane, Deputy J.E. Cordes responded to a disturbance report of a male passed out in public. The man was found intoxicated and subsequently charged with public intoxication. He was held at Rappahannock Regional Jail until he was sober.

A second incident took place at 1:11 p.m. at the Shoppers location on Stafford Market Place. Deputy C.D. Sullivan arrived following reports of an intoxicated male causing a disturbance and flipping shopping carts. **Utica, NY** – The NY/NJ US Marshal’s Fugitive Task Force, with assistance from Oneida County Sheriff’s Road Patrol and Utica Police Patrol units, apprehended Amhiz Hall on March 21st. Hall, 26, was arrested in connection with an indictment related to a shooting incident on July 16th, 2023, on Elm Street.

The July 2023 shooting involved two individuals, aged 17 and 19 at the time, who sustained non-fatal injuries from the gunfire.
