Governor Signs Legislation to Combat Retail Crime in New Jersey
**Trenton, NJ** – Governor Phil Murphy has enacted bipartisan legislation spearheaded by Senator Holly Schepisi to tackle the growing issue of organized retail crime. The new law targets the escalating threat by enhancing penalties for retail theft and improving law enforcement’s capacity to manage these offenses effectively.
Senator Schepisi highlighted the financial impact of organized retail crime, noting significant costs to businesses and increased consumer prices. She emphasized the safety risks employees face from organized theft groups, stating the new legislation aims to deter criminal organizations and enhance protections for both retailers and consumers.
The legislation, identified as Bill S-3587, introduces several changes to New Jersey’s legal framework regarding organized retail crime. These include regulations concerning the online sale of stolen goods, gift card fraud, and assaults on retail workers, along with additional provisions for prosecutors to aggregate shoplifting violations to determine the severity of offenses.
A notable aspect of the bill is its focus on gift card fraud, which has ties to organized crime in China and fentanyl production. It proposes stronger requirements for packaging and consumer notifications to address these issues. The legislation emphasizes community safety, ensuring retail employees and shoppers are protected from harm and tampering threats.

**HARRISBURG, PA** – Attorney General Dave Sunday announced a prison sentence for Derek Allen Reed, a Fayette County resident, for his criminal activities involving a minor. Reed, 35, of Uniontown, has been sentenced to five to 15 years for contacting a young girl on social media, sending her inappropriate images, and attempting to meet her for a sexual encounter.
Reed was apprehended at the arranged meeting location in June 2023. In November, he admitted guilt to several felony charges, including unlawful contact with a minor and distributing explicit material to a minor.
After serving his prison term and parole, Reed will undergo five years of probation. Additionally, he is required to register as a sex offender for 25 years under the law.

Bensalem Police Arrest Repeat Offender for Child Crimes
**Bensalem, PA** – Bensalem Police have re-arrested Kevin Nguyen, 29, previously incarcerated for child pornography charges. Nguyen was initially arrested in 2021, served his time, and was released as a registered Tier 1 Sex Offender.
In June, authorities received a cyber tip from the National Center for Missing and Exploited Children. The tip mentioned that an IMVU user allegedly sent sexually explicit messages to a 13-year-old girl. Officers traced the messages back to Nguyen’s residence in Bensalem Township.
During a search at Nguyen’s home on Cricket Lane, he admitted to sending the explicit messages on IMVU, as well as engaging with underage females on Discord. Investigators discovered Nguyen was involved in graphic exchanges with a 14-year-old female on Discord, including discussions of sexual acts and sharing explicit images.
Nguyen is charged with several felonies, including Unlawful Contact with a Minor and Sexual Abuse of Children. On Monday, Nguyen turned himself in, was arraigned, and is currently held on 10% of a $500,000 bail at Bucks County Correctional Facility.
