BRONX, NY – On October 18, 2023, Bronx man Victor Ramos, 27, faced indictment charges for vehicular manslaughter among other offenses, following a tragic incident that occurred on September 25, 2023, which took the life of 67-year-old Mohammed Rahman.

Bronx District Attorney Darcel D. Clark fervently expressed that such negligent and reckless driving behaviors that pose lethal threats on city roads will be staunchly addressed by law.

The harrowing episode unfolded around 9 p.m. at the intersection of Castle Hill Avenue and Turnbull Avenue, where Ramos, allegedly impaired by marijuana and driving almost double the speed limit, hit Rahman who was crossing the street at an unmarked crosswalk with the right of way.

The severity of the impact hurled Rahman into the air, causing fatal injuries.

Ramos, who remained at the scene post-incident, was found to be under the influence of cannabis, admitting to having smoked before taking the wheel. Further examination revealed Ramos’s driving license was actively suspended at the time.

The indictment comprised charges of second-degree Vehicular Manslaughter, Criminally Negligent Homicide, Operating a Motor Vehicle While Under the Influence of Alcohol or Drugs, second and third-degree Aggravated Unlicensed Operation of a Motor Vehicle, and violations concerning Right of Way and Due Care under the Vehicle and Traffic Law. The proceedings, held before Bronx Supreme Court Justice Kim Parker, have set the next court appearance for Ramos on December 19, 2023.
