CARLISLE, PA – On Saturday, at 1:37 pm, Carlisle Borough Police responded to E. Pomfret Street and S. Spring Garden Street for a welfare check.
They encountered James Carr, visibly intoxicated with scattered beer cans around him.
Carr, who had earlier been warned by police, displayed slurred speech and difficulty standing.
Upon standing, he inadvertently exposed himself to passersby.
Carr was arrested and taken to Cumberland County Prison, facing charges of open lewdness, public drunkenness, and scattering rubbish.
