HARRISBURG, PA – Cody Balmer, a 38-year-old Harrisburg resident, has been named the prime suspect in a shocking arson attack on Pennsylvania Governor Josh Shapiro’s official residence in the early hours of April 13, 2025.
The blaze, which caused significant damage to the Georgian-style mansion, forced Shapiro, his wife Lori, their four children, two dogs, and house guests to evacuate around 2 a.m. No injuries were reported, but the incident has raised questions about Balmer’s identity, motives, and what led to such a targeted act of violence.
Who Is Cody Balmer?
Born on March 23, 1987, Cody Balmer is a Harrisburg native with a documented history of legal troubles. Court records reveal a 2015 guilty plea for forgery and theft by deception in Dauphin County, followed by another forgery conviction in 2016.
In 2023, he faced a simple assault charge, with a plea hearing scheduled just days after his arrest for the arson. Additionally, Balmer has multiple traffic violations across Dauphin, Cumberland, York, and Luzerne counties, suggesting a pattern of minor run-ins with the law.

The Arson Attack

Inside, he deployed homemade incendiary devices—described as Molotov cocktails made from beer bottles filled with gasoline siphoned from a lawnmower—to start multiple fires. After the attack, a woman claiming to be his ex-partner contacted police, reporting that Balmer confessed to the crime. He later turned himself in at State Police headquarters, where he allegedly admitted to “harboring hatred” toward Shapiro and said he would have attacked the governor with a hammer if confronted.
