BEL AIR, MD – Two members of the Harford County Sheriff’s Office were recognized this week for their exceptional service and leadership at the annual Boumi Shriners First Responders Night in Baltimore.
Corporal Shawn Severn and Deputy First Class Nicholas Raivel received honors for their dedication to community engagement, mentorship, and safety initiatives benefiting Harford County residents.
The ceremony, held to celebrate Maryland’s first responders who go above and beyond the call of duty, highlighted the deputies’ impact both on and off the job.
Severn was recognized for his leadership in the Sheriff’s Office, where he supervises the School Policing Unit, manages the Tobacco Grant program, and serves on the Crisis Negotiation Team.
Building community beyond the badge
Beyond his law enforcement duties, Severn organizes the Windsor Valley Community Day and is known for his holiday tradition of dressing as Santa to deliver gifts to local children. His initiatives have strengthened ties between law enforcement and residents across Harford County.
Raivel was honored for his steadfast commitment to mentoring youth and supporting community causes. Through the Harford County Youth Explorers Post 6600, he helps guide young people interested in public service, while also volunteering with the Miracle League of Harford County and the Janey Hardy Memorial Scholarship Soccer Games.
Leadership in and out of uniform
Known among colleagues for his calm demeanor and steady leadership, Raivel has played a vital role in several high-risk situations and has responded to emergencies even while off duty. He also supports the department’s annual “Shop with a Cop” initiative, bringing holiday joy to families in need.
The Boumi Shriners event underscored a shared commitment to community service across Maryland’s first responder agencies, recognizing individuals whose work reflects compassion, professionalism, and courage.
