BALTIMORE, MD – The Baltimore Police Department is issuing an urgent appeal to the public for assistance in locating nine-year-old Cesar Fernando Decid-Lopez, who has been missing since yesterday.
Cesar was last seen in the 600 block of North Highland Avenue.
He is described as wearing a black and green shirt, white and black pants, and red and black shoes at the time of his disappearance.
