Maryland Car Rally Task Force Shuts Down Multiple Illegal Impromptu Car Meets

PIKESVILLE, Md. — A coordinated effort by the Maryland Car Rally Task Force, in collaboration with the Maryland State Police Special Operations Division and local law enforcement agencies, led to the disruption of seven unlawful exhibition driving events on Saturday night, police said.

The task force intervened in multiple Maryland counties, including Howard, Anne Arundel, and Baltimore, where as many as 200 participants had gathered in parking lots and attempted to block intersections to conduct dangerous driving stunts.

Authorities responded to the following locations at these approximate times:

  • 10:20 p.m.: 9305 Snowden River Parkway, Columbia, MD
  • 11:44 p.m.: 415 George Clauss Blvd, Severn, MD
  • 12:20 a.m.: 3750 Commerce Dr, Halethorpe, MD
  • 12:40 a.m.: 3030 Liberty Heights Ave, Baltimore, MD
  • 12:50 a.m.: 2331 Cleanleigh Dr., Parkville, MD
  • 1:28 a.m.: 200-600 E. Pratt St., Baltimore, MD
  • 1:50 a.m.: E. Fayette St. at Central Ave., Baltimore, MD

Multiple arrests were made, and additional participants were charged for offenses related to prior events. The individuals arrested and/or charged include:

  • Dublen Sarceno Lima, 28, of Beltsville, MD, charged with driving under the influence of alcohol, reckless driving, and other traffic violations.
  • Richard Garrett, 22, of Manassas Park, VA, charged with disturbing the peace, disorderly conduct, and malicious destruction of property.
  • De’Lontay Coles, 19, of Silver Spring, MD, charged with disorderly conduct, unlawful assembly, fireworks discharge without a permit, riot, negligent and reckless driving, and willfully damaging a highway.

Additionally, two juveniles were charged by the Baltimore Police Department for possession of firearms, though their identities are not being released due to their age.

Since its establishment in June 2024, the Maryland Car Rally Task Force has been targeting illegal “takeover” events, where drivers block roads to perform stunts, causing traffic disruptions, property damage, and posing a risk to public safety. The task force has employed increased patrols and initiated comprehensive criminal investigations to hold offenders accountable.

The task force comprises members from the Maryland State Police, local law enforcement agencies, and other allied police departments across the state. Investigations are ongoing, and further arrests are expected as authorities continue to monitor and address exhibition driving events in the region.
