Mt. Oliver Man Arrested on Drug Charges After South Side Traffic Stop

PITTSBURGH, PA – Sheriff Kevin M. Kraus has announced the arrest of a Mt. Oliver man on multiple drug charges following a traffic stop in the South Side area.

On Thursday night, shortly before 9:00 PM, deputies from the sheriff’s office, during routine patrol, observed a black SUV exhibiting suspicious behavior at the BP station on East Carson Street. The SUV’s obscured license plate, covered by a tinted plate covering, prompted deputies to initiate a stop at the nearby First National Bank location.

Upon approaching the vehicle, the driver, identified as 45-year-old Michael Kagan, disclosed his suspended license status. Deputies observed brass knuckles in the center console, leading them to request permission to search the vehicle, which Kagan granted.

During the search, deputies found a fabric bag in Kagan’s waistband, containing a substantial amount of cash, about 50 stamp bags of suspected heroin, and two bags of suspected crack cocaine. Additional items, including a police scanner and a baton-type weapon, were seized from the vehicle.

Following the search, Kagan was taken to the Allegheny County Jail, where he awaits arraignment on five drug-related charges, including two felony counts of possession with intent to deliver.
