New Jersey begins e bike licensing and registration appointments under new law

Riders will need licenses, registrations and, in some cases, insurance to legally operate e-bikes under rules taking effect this week.

TRENTON, N.J. — New Jersey residents can begin scheduling appointments to obtain licenses and registrations for e-bikes as the state rolls out new requirements under a law enacted in January.

The New Jersey Motor Vehicle Commission announced that appointments for e-bike licensing and registration will begin Friday, June 26. Riders can schedule appointments online through the NJMVC website.

Under the new law, all e-bikes operated in New Jersey must be registered with the NJMVC. Riders must also be at least 15 years old and possess either an e-bike license or a valid driver’s license.

The law covers two categories of vehicles:

  • Low-speed electric bicycles: Pedal-assisted bicycles with a helper motor that provides assistance only while pedaling and up to 20 mph.
  • Motorized bicycles: Pedal-assisted bicycles with an engine under 50 cubic centimeters or an electric motor that can provide assistance up to 28 mph while pedaling or up to 15 mph using a throttle.

Only motorized bicycles are required to carry insurance coverage. Low-speed electric bicycles do not require insurance.

The new law also requires all e-bike riders to wear helmets.

Residents who do not already have a New Jersey driver’s license can begin the process by scheduling an initial permit appointment at an NJMVC Licensing Center. To obtain an e-bike license, applicants must complete a multi-step process that includes passing a knowledge test, practicing e-bike operation and passing a road test.

Individuals under 18 must provide parental consent if a parent or guardian is not present at the appointment.

Registration appointments are also available and can be completed in a single visit at an NJMVC Vehicle Center. Riders registering an e-bike must provide proof of identity and proof of ownership, which can include a manufacturer’s certificate of origin, a purchase receipt, a notarized bill of sale or an affidavit from the current owner. Those registering motorized bicycles must also provide proof of insurance.

Once an e-bike is registered, owners will receive two license plate stickers that must be displayed on both sides of the bike’s front fork.

The NJMVC has published detailed guidance, forms and frequently asked questions on its website to help riders comply with the new requirements.
