Teaneck Police Report Early Morning Incident Involving Suspected Narcotics

**TEANECK, NJ** – Early on Friday at around 12:03 a.m., Teaneck Police Officers responded to a report of a disturbance near Glenwood Avenue and the Route 95 on/off ramp. Upon arrival, officers encountered an adult male outside a vehicle who directed them to a female driver inside. The driver, identified as Valeria Valencia, appeared to be distressed and in pain. Officers requested medical assistance from the Teaneck Volunteer Ambulance Corps.

During their interaction, Ms. Valencia’s behavior became erratic and aggressive towards officers. Observing her actions, officers noticed her concealing a plastic bag with a pink powdery substance in her clothing. This substance is suspected to be a controlled dangerous substance known as “tusi” or “pink cocaine,” typically containing Ketamine and MDMA.

Due to the nature of her behavior and the suspected narcotics, Ms. Valencia was arrested and taken to Holy Name Medical Center for evaluation. While being transported, she became violent, attempting to strike and kick officers accompanying her.

**Rehoboth Beach, DE** – Delaware State Police arrested Charles Gehman from Lynchburg, Virginia, for felony assault in Rehoboth Beach. The incident occurred on Saturday morning.

On March 8, 2025, at approximately 9:00 a.m., there was a noise report from a protest near Popeye’s on Coastal Highway. During the response, officers discovered a 65-year-old man had been assaulted in the parking lot. The victim sustained minor injuries following a dispute over traffic and parking. Charles Gehman was identified as the suspect.

After the assault, Gehman left in a gray Toyota Corolla with Virginia license plates. Troopers located both the vehicle and Gehman shortly afterward, leading to his arrest without incident.

Gehman was charged at Troop 7 and arraigned at Justice of the Peace Court 3. He was released on a $4,000 unsecured bond. The charge listed is Assault 2nd Degree Causing Injury to a Person over 62, classified as a felony.

**Lewes, DE** – Delaware State Police arrested 36-year-old Maurice Finney of Milford, Delaware, for his fifth DUI offense along with other traffic violations.

The incident occurred on Friday at around 1:35 a.m. A trooper on patrol observed a Chevrolet Traverse weaving while driving north on Coastal Highway near Postal Lane. The vehicle committed another traffic violation, prompting the trooper to initiate a traffic stop and administer a series of sobriety tests after observing signs of impairment in Finney.

Further investigation revealed that Finney had four prior convictions for DUI-related offenses. Subsequently, he was taken to Troop 7.

Finney faced charges including a fifth-offense DUI felony, driving with a suspended or revoked license, and speeding. He was arraigned by Justice of the Peace Court 3, and committed to Sussex Correctional Institution with a $6,101 cash bond.

**Wilmington, DE** – Delaware State Police Detectives have apprehended Vincent Vari, a 48-year-old Wilmington resident, in connection with an attempted robbery at a Dollar General store in the Wilmington area.

On December 24 at approximately 9:22 p.m., troopers responded to reports of an attempted robbery at Dollar General located at 1402 East Newport Pike, Wilmington. During the incident, a suspect, identified as a white male, entered the store wielding a taser. He approached a store employee, activated the taser, and demanded cash. The employee managed to repel the suspect with a baseball bat, who subsequently fled towards East Highland Avenue. No injuries were reported.

Through investigative efforts, detectives from Troop 2 identified Vari as the suspect leading to a warrant for his arrest. On Friday, Vari was found by detectives and taken into custody without incident.

Vari was transported to Troop 2 and charged with Robbery 1st Degree and Wearing a Disguise during the Commission of a Felony, both felonies. He was arraigned and subsequently committed to Howard R. Young Correctional Institution, with bail set at $24,000 cash.

**Washington, D.C.** – Michael Charles Schena, a 42-year-old resident of Alexandria, Virginia, has been arrested on charges linked to an alleged conspiracy involving national defense information.

Court documents reveal Schena worked for the U.S. Department of State at its headquarters in Washington, D.C., holding a top secret security clearance. Starting around April 2022, he purportedly shared unauthorized information with individuals met online, receiving payments in return. On February 27, he supposedly used a cellphone to photograph documents labeled “SECRET” from his classified computer monitor and subsequently returned home, where his cellphone was confiscated.

Facing charges of conspiracy to gather, transmit, or lose national defense information, Schena could receive a prison sentence of up to 10 years. A federal district court judge will decide the sentence, taking into account the U.S. Sentencing Guidelines and other factors.

The investigation was conducted by the FBI’s Washington Field Office with support from the FBI Richmond Field Office and other agencies. The case is prosecuted by Assistant U.S. Attorneys Michael Ben’Ary and Gavin R. Tisdale, alongside Trial Attorney Maria Fedor from the National Security Division.

Donald Raymond Tilghman Arrested in Connection with Rise Dispensary Robberies

**Joppa, MD** – On Wednesday, Donald Raymond Tilghman, 38, was taken into custody for his participation in two robberies at the Rise Dispensary in Joppa. Tilghman, who hails from District Heights, MD, has been charged for his role in these criminal acts.

The incidents at the Rise Dispensary occurred on March 16, 2021, and November 13, 2023. Detectives have long pursued justice in this case to ensure those responsible are identified and prosecuted.

Currently, Tilghman is held without bail at the Harford County Detention Center. He was arrested in Washington DC on Wednesday and has since been transferred to the Harford County facility. The investigation continues as detectives work to identify all parties involved.
