Arrest Made in Connection with Fatal Hit-and-Run in Jersey City

JERSEY CITY, NJ – Hudson County Prosecutor Esther Suarez announced on Monday, the arrest of a 25-year-old Bayonne man in connection with a fatal hit-and-run accident that occurred on March 5, 2023, in Jersey City. The suspect, Arley Ulloa, is charged with knowingly leaving the scene of a motor vehicle collision resulting in death, a second-degree crime under New Jersey law.

The collision occurred in the early hours, with the Jersey City Police Department being notified of a pedestrian struck at the intersection of Stegman Avenue and Garfield Avenue.

Responding officers found a male victim, later identified as Ralph Haynes, 55, of Jersey City, with life-threatening injuries. The driver of the vehicle did not remain at the scene.

Emergency Medical Services transported Haynes to Jersey City Medical Center, where he succumbed to his injuries and was pronounced dead at 3:38 p.m.

Ulloa was arrested at the Hudson County Prosecutor’s Office in Secaucus and was subsequently released pending his first court appearance, scheduled for May 30, 2023.
