HARTLY, DE—Delaware State Police have arrested 53-year-old Paul Rowan of Smyrna for his seventh offense DUI following an injury crash that occurred yesterday afternoon. The incident took place around 12:19 PM on the 2000 block of Slaughter Station Road in Hartly.
Responding to reports of an overturned Isuzu Rodeo, troopers arrived to find Rowan and a 45-year-old female passenger walking away from the crash site. Both individuals were transported to a local hospital with non-life-threatening injuries. During the investigation at the scene, officers discovered drug paraphernalia in the vehicle.
Further examination at the hospital revealed signs of impairment in Rowan, prompting officers to conduct Standardized Field Sobriety Tests. A subsequent computer check revealed Rowan’s extensive history of DUI-related convictions.
Following his release from the hospital, Rowan was processed at Troop 3 and faced multiple charges. He was arraigned by Justice of the Peace Court 2 and is currently held at Sussex Correctional Institution on a $23,750 cash bond.
