Child Abuse Investigation Leads to Arrest at Merrick County Fairgrounds

MERRICK COUNTY, Neb. — On Saturday, August 24, 2024, at approximately 1:30 p.m., a Merrick County Deputy responded to the Merrick County Fairgrounds following a report of a 3-month-old infant being left unattended in a vehicle. The situation prompted a swift response from local citizens and law enforcement, ultimately resulting in the arrest of the child’s mother.

Upon arrival, the deputy determined that the infant had been left alone in a pickup truck with the engine turned off and the windows only partially open for a significant amount of time. The child was discovered after a concerned citizen heard the infant crying and began systematically searching nearby vehicles. Additional citizens at the fairgrounds assisted in the recovery and care of the infant until authorities arrived.

The mother, identified as 40-year-old Cara Dugan of Kearney, was located inside a building at the fairgrounds, where she was riding a horse. She was immediately placed under arrest and transported to the Merrick County Jail. Dugan has been charged with one count of Child Abuse, a Class 3a Felony.

The infant was taken by law enforcement to a local hospital for a wellness check. Medical professionals determined that, fortunately, the child had not sustained any injuries. The outside temperature at the time of the incident was recorded at 89-90 degrees Fahrenheit. Following the wellness check, the child was placed in the care and custody of the Nebraska Department of Health and Human Services.

Captain Bauer expressed gratitude to the citizens who quickly intervened, stating, “Tragedy was most likely avoided thanks to their response and action.” The Merrick County Sheriff’s Office commends these individuals for their vigilance and assistance during this potentially life-threatening situation.
