DUI Arrest Made Following Citizen Report

**Stafford, VA** – Authorities in Stafford County detained a local man for driving under the influence and possession of drugs and a firearm following a citizen’s report.

Late on Wednesday, around 11:58 p.m., Deputy P.J. Leon responded to a complaint of a drunk driver near Poplar Road and Truslow Road. The vehicle was struggling to stay within the lane. Deputy Leon located the vehicle, noted its erratic movement, and initiated a traffic stop.

The driver, identified as Keith Kerns, 40, exhibited signs of narcotics use and was found to be carrying a firearm. The deputy secured the firearm before performing field sobriety tests. Subsequent to these tests, Kerns was detained when suspected controlled substances were found in his jacket and vehicle.

Kerns faces charges for driving under the influence, possession of controlled substances, possession of a firearm while in possession of controlled substances, and failure to maintain the lane of travel. He is being held at Rappahannock Regional Jail with a $3,000 secured bond.

During the chase, Guerrero committed several traffic violations until the vehicle stopped on Llangollen Boulevard, where he was arrested without incident. Troopers noted signs of impairment, including the scent of alcohol on Guerrero’s breath.

**Cumberland, MD** – The Cumberland Police Department arrested two individuals on Thursday, November 7, on separate charges, including a fugitive from justice and a DUI incident.

Irron Lateef Daye, 46, of Cumberland, was arrested on charges of being a fugitive from justice, following the discovery of an open bench warrant from Monongalia County, WV. The warrant accused Daye of failing to appear in court for a CDS distribution charge. He was presented before a District Court Commissioner for an initial appearance and was subsequently remanded to the Allegany County Detention Center. He is held without bond, awaiting extradition to West Virginia.

Additionally, the police responded to a report of a suspicious individual in a vehicle at the intersection of Second St and Seymour St. The officers found Joseph Robert Benson III, 40, also of Cumberland, passed out in a running Honda passenger vehicle. **Stafford, VA -** A 34-year-old man from Stafford was arrested on Saturday night for his fourth DUI offense following multiple reports of dangerous driving.

Deputies S.A. Edwards and R.W. Stamm responded to Garrisonville Road around 8:10 p.m. after a call about a suspected drunk driver. Reports described a Honda Civic crossing the center line and nearly hitting several vehicles. Fauquier County Sheriff’s Office had already issued a be-on-the-lookout report detailing similar behavior with the same vehicle. **Stafford, VA** – A juvenile was caught driving under the influence after attending a birthday party Saturday night.

On Wednesday at approximately 10:05 p.m., Deputy S.C. Steinway noticed a vehicle improperly situated near Brooke Road and Caroway Drive. A Kia was found stuck in a ditch. Deputy C.D. Quebedeaux arrived to assist and ensure the driver was unharmed.

The juvenile driver claimed the crash resulted from poor headlights. Deputies detected an alcohol odor and the driver confessed to consuming Twisted Tea. He was also found with a THC vape. When questioned about a designated driver, the juvenile showed unfamiliarity with the concept. Subsequent criminal complaints included DUI, underage possession of THC and alcohol, and reckless driving.

With Halloween approaching, the Stafford County Sheriff’s Office advises the public to arrange transportation if consuming alcohol. Additional patrols will be conducted to promote road safety during the holiday period.

DWI Arrest in Hackettstown

**HACKETTSTOWN, NJ** — A Hackettstown police officer discovered an unoccupied vehicle creating a traffic hazard early Tuesday. The vehicle was positioned unstable across the solid white fog line on Willow Grove Street. Empty Coors Banquet beer bottles were found inside the vehicle.

Attempts to contact the vehicle’s registered owner at their residence were not successful. While awaiting a tow truck, an Uber driver brought the vehicle’s driver, William D. Ramos, 27, of Independence Township, NJ. Ramos was reportedly returning with a gas can, having run out of fuel.

Further investigation determined that Ramos was under the influence of alcohol. He has been charged with driving while intoxicated and improper parking. Ramos has been released pending a court appearance.

**Dover, DE** – Delaware State Police have detained James Thorpe, a 53-year-old resident of Elkton, Maryland, for his ninth felony DUI offense. The arrest occurred on Tuesday.

A trooper observed Thorpe driving a red Dodge Ram pickup truck at a high speed on Dupont Parkway near Marl Pit Road at approximately 4:14 p.m. The trooper stopped the vehicle and detected signs of impairment from Thorpe. Subsequently, the trooper conducted Standardized Field Sobriety Tests. Thorpe failed these tests and was taken into custody for driving under the influence.

Upon arrest, a computer check revealed Thorpe’s history of eight prior DUI-related convictions. He was then transported to Troop 9 for processing and charged accordingly.

Thorpe faced several charges including felony Driving Under the Influence, Driving While Suspended or Revoked, and Speeding. He was arraigned by Justice of the Peace Court 11 and confined to Howard R. Young Correctional Institution with a $6,000 secured bond.
