Sheriff’s officer indicted for allegedly assaulting handcuffed student

Woodbury, NJ – A Gloucester County Sheriff’s officer has been indicted on charges of official misconduct and child endangerment following an alleged assault on a handcuffed student last month.

Prosecutors said 51-year-old Charles P. Rudolph of Franklinville, who served as a School Resource Officer, was charged Wednesday with one count each of second-degree official misconduct and second-degree endangering, abusing, or neglecting a child. Both charges carry a potential sentence of up to 10 years in state prison.

According to court filings, the incident occurred on December 19, 2024, when Rudolph allegedly used excessive force against a juvenile in custody. Investigators said he forcefully pushed the student’s neck, face, and chest onto a table while the youth’s hands were restrained behind their back.

Rudolph was employed by the Gloucester County Sheriff’s Office at the time of the incident. Details regarding his employment status following the indictment were not immediately released.

The Gloucester County Prosecutor’s Office is handling the case. An arraignment date has not yet been scheduled.

The officer faces up to 20 years in prison if convicted on both counts.
