DAGSBORO, DE – The Delaware State Police arrested two men, Andrew Foreman, 27, of Dagsboro, and David Mumford, 58, of Frankford, for drug dealing after a traffic stop on August 22 at 9:09 p.m.
A trooper from the Sussex County Governor’s Task Force observed a white Lincoln MKZ with a suspended registration turning onto Firetower Road from Dagsboro Road. The trooper stopped the vehicle and made contact with the driver, Foreman, and passenger, Mumford. The strong odor of raw marijuana was detected coming from the car.
After computer checks revealed several active capiases for Mumford, he was taken into custody without incident. A search of Mumford uncovered 5.32 grams of crack cocaine in his pants.
Further investigation led to the discovery of 259.74 grams (over 9 ounces) of marijuana in Foreman’s bookbag and over $3,600 in suspected drug dealing proceeds in the glove box.
Both Foreman and Mumford were charged at Troop 4 with the following crimes:
Andrew Foreman:
- Possession With Intent to Deliver a Controlled Substance (Felony)
- Possession of a Controlled Substance in a Tier 1 Quantity (Felony)
- Cancelled Vehicle Registration
Foreman was arraigned by Justice of the Peace Court 3 and released on a $2,050 unsecured bond.
David Mumford:
- Possession With Intent to Deliver a Controlled Substance (Felony)
- Possession of a Controlled Substance in a Tier 1 Quantity (Felony)
- Possession of Drug Paraphernalia
Mumford was arraigned by Justice of the Peace Court 3 and released on a $2,200 unsecured bond on these charges but was later committed to Sussex Correctional Institution on $737 cash and $1,099 secured bonds after being arraigned on his capiases.
