A longtime Maryland Lottery player from Elkton won $250,000 on a scratch-off ticket, shouting in his car after realizing the life-changing prize.
ELKTON, Md. – An Elkton resident identified as James Frazer claimed a $250,000 top prize from the Maryland Lottery’s Money scratch-off game, describing an emotional reaction as he discovered the win while sitting in his car.
The Maryland Lottery and Gaming Control Agency confirmed Frazer claimed the prize Monday at its Baltimore headquarters after purchasing the winning ticket at Royal Farms, located at 25 Augustine Herman Highway in Elkton. The Cecil County retailer will receive a $1,000 bonus for selling the top-prize ticket.
Winning moment unfolds in car
Frazer, who said he has been playing scratch-off tickets for about 15 years, purchased two $10 Money scratch-offs after being drawn to the design, which resembles a $100 bill.
After returning to his car, he scratched both tickets and used the Maryland Lottery app to scan them. The first ticket revealed a modest $50 win, but the second delivered the life-changing result.
“I was screaming in the car! I never thought I would win this much money,” Frazer said.
The reaction underscores the sudden and often emotional nature of high-tier scratch-off wins, which continue to be a major driver of engagement for state lotteries.
Plans for winnings and continued play
Frazer said he has only shared news of the win with a small group of friends, many of whom also play the lottery. He even encouraged them to try the same game, noting that multiple top prizes are still available.
While he has not finalized detailed plans for the money, Frazer said purchasing a new truck is a possibility. He also intends to save a significant portion and use some of the funds to help family and friends.
“It’s fun, and I’d love to claim another top prize,” he said, adding that he plans to continue playing.

The Money scratch-off game launched in February and features multiple high-value prizes. As of Sunday, four $250,000 top prizes remain unclaimed, along with three $50,000 prizes and 17 prizes valued at $10,000, in addition to thousands of smaller awards.
