Severn man charged in deadly Silver Spring crash that killed 28 year old woman

GAITHERSBURG, Md. — Nearly a year after a violent intersection crash left a 28-year-old Silver Spring woman dead, a Severn man has been charged in connection with the collision, police announced Tuesday.

Andrew Joe Machinjiri, 25, is facing charges stemming from the February 28, 2025 crash at the intersection of Norbeck Road and Layhill Road in Silver Spring.

At approximately 12:48 p.m. that day, officers from the Montgomery County Police 4th District and Montgomery County Fire and Rescue Services responded to reports of a collision involving two vehicles and a dump trailer.

Investigators with the Collision Reconstruction Unit determined that a yellow Freightliner Columbia tractor towing a black 2025 Brazos dump trailer was traveling eastbound on Norbeck Road when it collided with a northbound 2021 Kia Seltos in the intersection.

Following the initial impact, the dump trailer dragged the Kia several hundred feet before coming to a stop, according to authorities.

The driver of the Kia, identified as Jiwon Kim, 28, of Silver Spring, was pronounced dead at the scene.

Upon completion of the investigation, Collision Reconstruction Unit investigators determined Machinjiri was at fault. He has been charged with negligent manslaughter by vehicle and related traffic offenses.

Machinjiri was transported to the Montgomery County Central Processing Unit and released on a $1,000 bond.

The charges are accusations, and the defendant is presumed innocent unless and until proven guilty in court.
