Toms River Man Pleads Guilty To Heroin and Weapon Charges

Toms River, NJ – Zachary Lockwood, a 25-year-old resident of Toms River, entered a guilty plea on February 12, 2024, for multiple charges, including Possession of One Half an Ounce or More of Heroin with Intent to Distribute, being a Certain Person Not to Possess a Weapon, and Resisting Arrest. These charges stem from a series of investigations conducted in Toms River between July and August 2023. Furthermore, Lockwood pleaded guilty to an unrelated Eluding charge related to an incident on September 26, 2023.

Ocean County Prosecutor Bradley D. Billhimer’s office announced that at the sentencing scheduled for April 5, 2024, they will recommend a 10-year sentence in New Jersey State Prison for the narcotics charge, with additional concurrent sentences for the weapon and eluding charges.

The Toms River Township Police Department Special Enforcement Team identified Lockwood as a heroin distributor in the area during a focused investigation. On August 29, 2023, following court-authorized search warrants for Lockwood’s home and vehicle, law enforcement detained him as he exited a CVS on Hooper Avenue. This action led to the seizure of approximately 215 wax folds of heroin. Lockwood’s resistance during his arrest and subsequent searches of his residence resulted in the discovery of roughly 2,000 wax folds of heroin and a .40 caliber handgun with ammunition.

Additionally, Lockwood faced charges of eluding police after failing to stop his vehicle at a traffic signal and engaging in a high-speed pursuit through residential areas, culminating in his vehicle coming to a halt and his arrest. Since his apprehension on September 26, 2023, Lockwood has been held at the Ocean County Jail pending his sentencing.
