Rockville City School Principal Arrested on Assault Charges

ROCKVILLE, MD—The Rockville City Police Department reported that Ritchie Park Elementary School principal, Andrew Winter, 54, has been arrested on charges of second-degree assault against a student.

The alleged incident, which was brought to the police’s attention on February 9, led to a joint investigation with the Montgomery County State’s Attorney’s Office.

Following the investigation, an arrest warrant was issued for Winter on Saturday. He subsequently surrendered to the Central Processing Unit. Winter is slated for an initial appearance before a District Court Commissioner.

No further details have been released by police at this time.
