Delaware man arrested after welfare check leads to drug discovery
Dover, DE State Police arrested 39-year-old Bradley Buchman following a welfare check Wednesday afternoon. Troopers observed him slumped over in a pickup truck parked in the driveway of a residence on Forrest Avenue.
While attempting to awaken him, officers found a blue wax bag on the center console that appeared to contain heroin. After Buchman was identified, he was taken into custody without incident.
A search revealed approximately 33 blue wax bags totaling nearly one gram of suspected heroin and two bags containing around 14 grams of suspected methamphetamine.
Further investigation uncovered drug paraphernalia and a device resembling a handmade explosive.
The Delaware State Police Explosive Ordnance Disposal Team and the state Fire Marshal responded to assess the situation and confirmed the object was an improvised explosive.
Buchman was taken to Troop 3 and charged with possession of a controlled substance, possession of a controlled or counterfeit substance, and possession of drug paraphernalia.
He was arraigned by Justice of the Peace Court 2 and issued a $4,000 unsecured bond for the drug-related charges.
The Delaware State Fire Marshal’s Office charged Buchman with possession of an explosive device. At the time, he was committed to Sussex Correctional Institution on a $5,000 cash bond.

A former Dover police officer has been sentenced to four years in state prison for distributing child sexual abuse material. Anthony Kelly, 37, was terminated from his position following his guilty plea.
Kelly pleaded guilty on June 16 to one count of second-degree distribution of child sexual abuse material before Judge Ralph Amirata. He was sentenced on October 17 and will be subject to registration under Megan’s Law after his release.
The investigation began after the Morris County Prosecutor’s Office received CyberTips from the National Center for Missing and Exploited Children. The tips detailed the distribution of over 100 items of child sexual abuse material through a Kik account linked to Kelly.
Charges were filed against Kelly on November 26 following the investigation into his online activity. The prosecutor’s office recognizes the diligence of its Internet Crimes Against Children Task Force for their role in the prosecution.

DOVER, DE – Delaware State Police have identified 27-year-old Savion Lea from Middletown as the individual who died in a fatal crash on Friday. The accident is currently under investigation by the Delaware State Police Troop 2 Collision Reconstruction Unit.
Authorities are asking for assistance from the public. They request that anyone who witnesses the crash or possesses relevant information reach out to Corporal K. Oakes at (302) 365-8483.

PG COUNTY, MD – The Prince George’s County Police Department announced the death of Police Officer First Class Alex Belcher #4204 after a medical battle. He passed away on a recent Sunday, October 8, while serving the community.
Belcher was a seven-year veteran of the agency. He served as a patrol officer in District I – Hyattsville and was recently assigned to Shift 4, Squad 42.
During his career, Belcher received multiple letters of commendation, a Unit Citation, and a Life Saving Award. He was named Officer of the Month multiple times and was recently selected to be a Field Training Officer.
Earlier in his career, he was a volunteer Firefighter/EMT with the Dover Township Fire Department.
Belcher leaves behind his fiancé, Emily, parents, a stepfather, two brothers, a half-sister, and numerous friends and family members.
The department urges the community to keep Belcher’s squad mates, family, and loved ones in their thoughts during this time.
This loss marks a significant moment for the law enforcement community as they honor a dedicated officer.

Three teens arrested for school restroom robbery
DOVER, DE – Delaware State Police have arrested three 17-year-old male students from Odessa High School in connection with a robbery that took place Wednesday.
A School Resource Officer (SRO) was informed of an incident occurring in a restroom at approximately 11:45 a.m. The investigation revealed that the three teenagers approached another 17-year-old male student within the restroom, pinned him against a wall, and removed his personal property. The victim did not sustain any injuries during the robbery.
As of Friday, all three suspects, who are residents of Townsend, Delaware, were arrested and charged with robbery in the second degree and conspiracy in the second degree, both felonies. They were arraigned at the New Castle County Family Court.
One of the suspects was released on a $5,000 unsecured bond, while the other two were released on $8,000 unsecured bonds.
Police continue to investigate the incident to determine if there were any additional motivations or accomplices involved.
This event marks a concerning incident within the school community.
