ANNAPOLIS, MD — The United Food & Commercial Workers (UFCW) Local 400, representing Annapolis Police Department personnel, announced a vote of “no confidence” in Police Chief Ed Jackson and his command team, with a vote tally of 54–30. This decision, made through a secret electronic ballot on August 8, reflects widespread discontent among the officers.
The union’s statement highlighted several grievances, including the loss of CALEA accreditation, alleged retaliation against officers who raised management issues, and a divisive leadership approach, all contributing to poor morale and diminished trust in the department’s leadership.
In response to the vote, Chief Jackson emphasized his commitment to the community and the progress made under his leadership since his appointment in 2019.
He cited advancements in crime suppression, community policing, and initiatives supporting the reintegration of formerly incarcerated individuals. Chief Jackson also expressed gratitude for the support from Mayor Buckley, the Caucus of African American Leaders, and the Annapolis community, affirming his intention to continue his efforts in making Annapolis a safe city.
The union has called on the mayor to take immediate action regarding the leadership crisis, stressing the need for changes at the top to restore confidence and effective management within the Annapolis Police Department.
