Prosecutors will seek concurrent prison sentences totaling up to 18 years after multiple narcotics investigations
TOMS RIVER, NJ — A Manchester Township man has admitted to three separate cocaine distribution offenses stemming from investigations in Manchester and Toms River, with Ocean County prosecutors seeking an 18-year state prison sentence when he is sentenced later this year.
Ocean County Prosecutor Bradley D. Billhimer announced that Tariki Foster, 41, pleaded guilty on Monday, July 20, before Superior Court Judge Kenneth T. Palmer to three narcotics offenses arising from separate investigations conducted in 2025.
Foster pleaded guilty to possession of five ounces or more of cocaine with intent to distribute in connection with an investigation in Manchester Township on June 6, 2025. He also pleaded guilty to distribution of cocaine for an offense in Toms River on July 17, 2025, and possession of more than one-half ounce but less than five ounces of cocaine with intent to distribute in connection with a separate investigation that concluded on Sept. 19, 2025, in Toms River.
At sentencing on Sept. 4, prosecutors plan to seek an 18-year sentence in New Jersey State Prison for the Manchester offense, a five-year sentence for the July 17 Toms River conviction and a 10-year sentence for the Sept. 19 Toms River conviction. Prosecutors said they will ask that all three sentences run concurrently.
The June 6, 2025, case began when New Jersey State Police detectives executed a court-authorized search warrant at a Toms River residence investigators said Foster was using to store and distribute cocaine. Authorities seized more than 10 ounces of cocaine, and Foster was arrested without incident. He was later released under New Jersey’s bail reform law.
On July 17, 2025, detectives with the Toms River Township Police Department observed what they believed was a drug transaction involving Foster and two people in a white Jeep. Officers stopped the vehicle and recovered approximately 2½ grams of cocaine from its occupants. Investigators later determined Foster had sold the cocaine to the individuals, whose criminal charges remain pending. Foster was arrested later that day at a convenience store in Toms River and was subsequently released under bail reform.
A third, unrelated investigation by the Ocean County Prosecutor’s Office Narcotics Strike Force and several law enforcement agencies identified Foster and Joseph Broxmeyer, 58, of Jackson, as suspects in the distribution of cocaine and methamphetamine in Ocean County.
On Sept. 19, 2025, the Ocean County Regional SWAT Team executed search warrants at a storage facility in Brick Township and residences in Toms River and Jackson. Investigators seized cocaine, methamphetamine, MDMA, drug paraphernalia and nearly $5,170 in cash.
Foster was arrested at the Toms River residence and has remained detained at the Ocean County Jail since Sept. 19, 2025. Broxmeyer was also arrested and later released under New Jersey’s bail reform law. The charges against Broxmeyer remain pending, and he is presumed innocent unless and until proven guilty in court.
The prosecutions are being handled by Supervising Assistant Prosecutor Kaitlyn Burke and Assistant Prosecutor Alec DeBari.
