Philadelphia man charged after investigators find child abuse materials and disturbing 170-page manual
Harrisburg, PA – A Philadelphia man is facing a series of felony charges after investigators with the Pennsylvania Attorney General’s Office said they found child sexual abuse materials and a lengthy guide on exploiting children during a raid at his home.
Attorney General Dave Sunday announced Monday that 31-year-old Abdiel Mendoza was arrested following a proactive investigation by the Child Predator Section. Agents tracked the online sharing of lewd material to Mendoza and served a search warrant last week at his Griscom Street residence.
Inside, investigators seized a computer and cellphone containing multiple child sexual abuse files allegedly shared on peer-to-peer platforms. They also recovered a 170-page document titled How to Practice Child Love, which authorities described as a how-to manual for forming sexual relationships with children.
Mendoza was arraigned Friday and released after posting $50,000 bail.
Attorney General Sunday called the evidence deeply disturbing and said the Child Predator Section acted swiftly to secure an arrest. He emphasized that protecting children from sexual exploitation remains a top priority for his office.
The case will be prosecuted by Deputy Attorney General Kimberly Moraski. Officials noted that all charges are accusations, and Mendoza is presumed innocent until proven guilty in court.
